Iwel developed an enhanced monitoring and evaluation (M&E) toolkit for the Global Water Initiative (GWI) in West Africa. It looked specifically at the results of the initiative, taking into account stakeholder knowledge, attitudes, and practices. The M&E system included a results-based logical framework and Theory of Change and was subsequently adopted by the GWI country partners.

The following phases included operationalising the planning and delivery of M&E in each national project, developing an organisational information portal with database operating system to record and analyse results, and the preparation of associated training resources and delivery of workshops to ensure correct use of the M&E system.
