Iwel carried out an in-depth review for the South African Development Community (SADC) Secretariat that covered the governance, financial, and institutional arrangements for water supply and sanitation. It also involved the development of a road-map for change that was utilised in national planning.

Resources for capacity building and training within the programme were developed for future use. Iwel also captured examples of best practice of effective approaches to community participation and documented these.
