IWEL was responsible for both the Integrated Water Resources Management and institution - governance component focused on development of robust water policies for the sector (at both Federal and State level). It led on the design of State-level M&E frameworks for the sector, including establishing a Theory of Change, a results-based logical framework plus institutional restructuring, coupled in with specific initiatives towards functionality, sustainability and community-based M&E. The services are being managed from six State-level Technical Units.
